White flags flying from the cab of a locomotive traditonally identified a train as an "extra" movement (one not normally scheduled). While WP had retired the use of flags many years before this 1981 photograph, engineer Kirk Baer kept the tradition alive by often flying his own set of "whites" from the cab of trains he was in charge of. 
The WPE (Western Pacific East) was WP's long distance through local, operating between Stockton and Salt Lake City and carrying company mail, work cars and any traffic needing special handling. This train crews were not happy to draw this train as an assignments because virtually every other train on the system was more important than the WPE. (Ken Rattenne photo).
